Politics · Initiatives ledger

Major initiatives: a status ledger

A minister's name appears on many announcements, but decisions are taken by different bodies: the cabinet, parliament, the conference of state transport ministers, Deutsche Bahn, federal agencies, or the ministry itself. This ledger lists documented initiatives connected with Steffen Bilger, labels each with its status as of 8 October 2026, and names who actually decided.

  1. Status labels
  2. The ledger
  3. Initiative notes
  4. Not yet initiatives
  5. Who decides

Four status labels

  1. AnnouncedPublicly stated or presented; no binding decision yet, or approval still pending.
  2. In legislative processA bill or regulation approved by the cabinet and before parliament.
  3. AdoptedFormally decided by the competent body: law passed, regulation in force, price set, plan published.
  4. In implementationMoney flowing, contracts signed, systems or pilots running.

Labels describe procedure, not success. "In implementation" says nothing about whether a measure works.

The ledger

Fourteen initiatives, sorted by date

The "decided by" column names the body that took the formal decision. Where an item began before Bilger took office on 29 July 2026, it is marked as inherited.

Section C — notes

What each entry means

Short notes on substance, Bilger's documented role and what remains open. Policy detail is on the linked system pages.

Roads · cabinet

Autobahn financing law

Gives Die Autobahn GmbH limited borrowing capacity from 2027 and a share of truck-toll revenue from 2028 (currently about €4.5 bn a year for infrastructure); the federal government stays sole owner. Bilger announced it in the Bundestag on 8 September as a "paradigm shift". Next: Bundestag deliberation. See Infrastructure policy.

Rail · ministry

Infraplan 2026

The first plan for developing rail infrastructure from 2026 to 2030, to be updated annually; presented by Parliamentary State Secretary Ulrich Lange. Inherited as unfinished work. Allianz pro Schiene called it "the start of a system change" but criticised the missing rail infrastructure fund.

Aviation · ministry and DFS

Drone detection

Systems at Berlin BER from 30 September; Stuttgart and Hamburg online and Leipzig/Halle due by the week of 5 October, completing the first expansion stage at the eight largest airports, according to the ministry.

Public transport · VMK

Deutschlandticket 2027

€66.80 a month from 1 January 2027, up 6 per cent, the first use of a price index agreed in March 2026. A joint federal-state decision, not the federal minister's alone. Bilger called the ticket "still a very attractive offer"; consumer and environmental groups objected. See Mobility & society.

Aviation · three governments

eSAF auction

Germany up to €2 bn, Austria and Luxembourg €60 m each, to bridge the price gap for electricity-based kerosene. Requires European Commission state-aid approval.

Freight · ministry

Truck charging network

About €1 bn for some 4,200 charging points at about 350 Autobahn sites. Contracts for the first 124 unstaffed rest areas awarded to five operators; second tender in preparation.

Roads · federal approval

B 293 Rhine bridge

The federal government approved revised plans for the second Rhine bridge between Wörth and Karlsruhe; the ministry said building permission was now "within reach". Bilger: an important step that the region urgently awaits.

Waterways · ministry

Kiel Canal fee

The regulation entered into force on 14 September; leisure boats pass free from 1 January 2027. It includes seven further simplifications for shipping. Bilger: cut bureaucracy "where it brings people no added value".

Rail · stated intention

Bonuses and punctuality

Bilger said missed federal targets should affect DB managers' bonuses ("Wer die Ziele erreicht, wird belohnt. Wer sie verfehlt, nicht."). Executive pay is set by DB's supervisory bodies; no formal change to the scheme had been published by 8 October. See Rail.

Rail freight · ministry

Single-wagon support

An extra €84 m raised 2026 support for single-wagon rail freight, in which individual wagons are collected from many customers, to €384 m. The 2027 draft budget separately cuts track-charge support for rail freight.

Rail · ministry

ERTMS coordination office

Steering committee constituted and Florian Böhm appointed head. Organisational groundwork for digital train control, funded with €2.5 bn in the 2026 special-fund plan. See Digitalisation.

Safety · DB Regio

Bodycam audio pilot

A two-month pilot from 1 October in the Rhine-Neckar/Palatinate region, after 989 assaults on DB Regio staff in the first half of 2026. A DB measure, which the ministry presented with Bilger's statement that train safety is "not a side issue".

Planning · inherited law

Infrastruktur-Zukunftsgesetz

"Overriding public interest" status for transport projects and digital-only procedures. Passed before Bilger took office; he supports its aims. Strongly opposed by environmental associations.

Logistics · 2018–2019

Logistik 2030

As logistics coordinator, Bilger presented the programme's themes in March 2019 and announced an innovation commission under his leadership; Minister Scheuer presented the programme in September 2019. See Innovation.

Watch list

Not yet initiatives

Items under discussion, which should not be counted as initiatives until a decision is documented.

  • Family seat reservations. Bilger said in September that the ministry was "in talks" with DB about restoring them. No result announced.
  • Tougher penalties for attacks on train staff. A Justice Ministry draft, said in August to be in government coordination; the rail union EVG demanded it reach the Bundestag in 2026.
  • Rail infrastructure fund. Listed by ZDF among unfinished items Bilger inherited; not part of the Infraplan.
  • Revised corridor renovation programme. DB announced fewer renovations per year on 10 September; the revised concept is being coordinated with the ministry.

Attribution

Who decides

The bodies that appear in the ledger, and what they can decide. The minister's own power is greatest where the ministry decides alone, and smallest where Länder, parliament or companies have the last word.

Ministry (BMV)

Funding programmes, regulations within its powers, organisational units, plans such as the Infraplan.

Federal cabinet

Government bills, such as the Autobahn financing law, before they go to parliament.

Bundestag and Bundesrat

Laws and the budget. The Bundesrat represents the Länder.

VMK

Federal and state transport ministers jointly, for example the Deutschlandticket price.

Deutsche Bahn

Federally owned but a company: operations, staff measures, renovation scheduling, executive pay through its own bodies.

European Commission

State-aid approval for subsidies such as the eSAF auction.
