Key priorities: ten stated aims, and the evidence behind each

Since taking office on 29 July 2026, Steffen Bilger has set out his aims in speeches, interviews and ministry press releases. This page sorts them into ten fields. Each one is a stated priority: something he has said he wants to achieve or has named as important. None of them is presented here as an achievement.

Three layers for every priority

Ministers inherit much of their agenda. The coalition agreement of 2025, the budget, the special fund for infrastructure and laws already passed set the framework before Bilger arrived. What is distinctive is what he chooses to emphasise. Each priority below therefore has three layers, kept visually apart:

  • StatedWhat he has said, with date and occasion. Quotations are given in German with an English translation.
  • BasisThe type of source: speech, interview or press release.
  • ContextBackground on the policy field. This explains the problem but is not credited to him.

Where a field has no documented statement from him, the entry says so. The major initiatives ledger tracks which aims have turned into formal decisions.

The ten stated priorities

Infrastructure

Speech Press release

Stated

At the ministry handover on 29 July 2026 he summed up his approach in one line: Verkehrsinfrastruktur muss für die Menschen da sein ("Transport infrastructure must be there for people", translation). In his first budget speech on 8 September he named about €170 billion of transport investment up to 2030 and, according to the Bundestag's report, said "Deutschland kann Infrastruktur" (Germany can do infrastructure). He closed by saying the government was investing genau da, wo es jetzt zählt: in die Lebensrealität der Menschen vor Ort ("exactly where it counts now: in people's everyday lives where they live").

Context

The money comes mostly from the €500 billion special fund for infrastructure and climate neutrality, adopted in 2025. The 2027 draft budget reduces core transport spending from €27.9 billion to €26.43 billion, and ZDF reported that gaps open from 2028. See Infrastructure policy and Infrastructure investment.

Rail

Interview Speech

Stated

To Bild on 9 August: Ich will, dass wir eine spürbare Verbesserung bei der Bahn erreichen, was die Pünktlichkeit anbelangt. ("I want us to achieve a noticeable improvement in rail punctuality." Translation.) He tied rail managers' bonuses to the federal targets, and told the Bundestag that a line closed for months muss sie danach spürbar besser funktionieren ("must work noticeably better afterwards"). To Der Spiegel he called the 70 per cent target for 2029 "ziemlich ambitioniert" (quite ambitious) given the maintenance backlog.

Context

Long-distance punctuality was 58.7 per cent in the first half of 2026. On 10 September DB chief executive Evelyn Palla said the company would cut corridor renovations from four a year to two or three. The first Infraplan, a rolling plan for rail infrastructure to 2030, was presented on 6 October by Parliamentary State Secretary Ulrich Lange. See Rail.

Roads

Speech Cabinet

Stated

New motorway financing is the clearest road priority. In September he called the plan to let Die Autobahn GmbH borrow money a Paradigmenwechsel (paradigm shift); after the cabinet approved it on 7 October, the ministry reported him saying that repairs and new construction would proceed more reliably and quickly, on the principle that whatever is ready to build gets built. On 15 September he welcomed the federal approval of plans for the second Rhine bridge on the B 293 between Wörth and Karlsruhe as an important step the region was waiting for.

Context

Germany has 13,210 km of Autobahn and 37,746 km of federal roads. About 4,000 motorway bridge structures need modernisation on the most heavily used network. See Road infrastructure and Bridges.

Mobility

Interview

Stated

His first statement as minister asked for einen pragmatischen, realistischen Blick auf die Verkehrspolitik ("a pragmatic, realistic view of transport policy", 29 July). He has defended the Deutschlandticket as "weiterhin ein sehr attraktives Angebot" (still a very attractive offer) despite the price rise, said DB's abolition of family seat reservations rightly caused dissatisfaction and that the ministry was "in talks" with DB about it, and rejected a general speed limit in favour of variable limits.

Context

About 14.5 million people held a Deutschlandticket in May 2026. Its price is set jointly by federal and state transport ministers, not by the federal minister alone. See Mobility & society.

Logistics

Press release

Stated

On 28 August the ministry added €84 million for single-wagon rail freight, bringing 2026 support to €384 million; Bilger described it as an important pillar of competitive rail freight. Announcing federal and state measures against low water on the Rhine on 12 August 2026, he said: Resilienz entsteht nicht über Nacht. ("Resilience does not happen overnight." Translation.) Logistics is familiar ground: from 2018 to 2021 he was the federal government's coordinator for freight transport and logistics.

Context

Road haulage carried about 70.7 per cent of inland freight tonne-kilometres in 2024 (Destatis, own calculation). The 2027 draft cuts the rail freight track-charge subsidy from €265 million to about €200 million, which rail associations criticised. See Logistics.

Safety

Press release Speech

Stated

Sicherheit im Zug ist kein Randthema. Sie ist eine Grundvoraussetzung für einen funktionierenden öffentlichen Verkehr. ("Safety on trains is not a side issue. It is a basic precondition for functioning public transport." Translation; press release 073/2026, 10 August.) In his budget speech he described a conductor who told him how often he had been insulted and attacked. On drones near airports: Wenn eine Drohne in der Nähe eines Flughafens auftaucht, müssen wir das frühzeitig wissen. ("If a drone appears near an airport, we need to know early." 5 October.)

Context

DB Regio recorded 989 assaults on staff in the first half of 2026. Road deaths rose to 2,832 in 2025; no statement by Bilger specifically on road deaths was found. See Transport safety.

Digitalisation

Press release

Stated

Launching funding for pioneer freight trains with Digital Automatic Coupling on 4 September, he called the coupling eine bedeutende Modernisierung für den Schienengüterverkehr ("a significant modernisation for rail freight", translation). On autonomous driving (31 August): Autonomes Fahren bietet die Chance, Mobilität neu zu denken. ("Autonomous driving offers the chance to rethink mobility.") The ministry also set up a steering committee and appointed a head for its ERTMS coordination office.

Context

Since May 2025 digital infrastructure such as broadband has belonged to a separate ministry. Digitalisation in the BMV now means digital rail signalling, vehicles and planning processes. See Digitalisation.

Economic connectivity

Press release

Stated

He frames transport investment in industrial terms. On electricity-based aviation fuel (21 September): eSAF ist für mich nicht nur eine Frage der Klimapolitik, sondern auch eine industriepolitische Chance. ("For me, eSAF is not only a question of climate policy but also an industrial-policy opportunity." Translation.) The ministry quoted him saying the electric-truck charging network strengthens the competitiveness of German logistics.

Context

Before becoming minister, as parliamentary manager in October 2025, he argued against the EU's 2035 combustion-engine ban with reference to Germany's car exports. See Economy & Mobility.

Regional development

Press release Visit

Stated

Several early appearances were regional: the start of work on the Kachlet double lock on the Danube near Passau (3 August), a summer-tour visit to the Rader Hochbrücke over the Kiel Canal, the B 293 Rhine bridge and the Kiel Canal fee abolition. The autonomous-driving programme, according to the ministry, aims among other things at public transport in rural areas.

Context

No general statement by Bilger on regional policy as minister was found; this priority is inferred from where he has appeared and what the ministry has funded. See Regional development.

Sustainability

Interview Press release

Stated

To the Berliner Morgenpost on 14 September: Mein Ziel ist, dass der Verkehrssektor nicht mehr das Sorgenkind der Klimapolitik ist. ("My aim is that the transport sector is no longer the problem child of climate policy." Translation.) Press releases since August cover €70 million for green inland-waterway corridors, up to €14 million for zero-emission inland vessels, the truck charging network, eSAF, and €25.6 million for cleaner ground power at airports.

Context

Transport emissions rose to 146.3 million tonnes of CO₂ equivalent in 2025, according to the Federal Environment Agency. The Greens have asked him also to be a "climate minister". See Climate & transport.

Open questions

What the priorities leave unresolved

Stated aims meet fixed limits. These tensions are documented in the debate around his first budget.

Money

Falling core budget

The Greens' Tarek Al-Wazir argued in the budget debate that no new rail projects can start in 2027. Bilger pointed to record investment through the special fund. Both describe the same budget from different angles.

Rail fund

An unfinished structure

A rail infrastructure fund (Eisenbahninfrastrukturfonds) was among the items he inherited. Allianz pro Schiene welcomed the Infraplan but criticised the absence of the fund.

Pace

Fewer renovations per year

DB's decision to slow the corridor programme leaves the original 2036 end date open, while Bilger has demanded better results from each renovation.

Climate

Targets without a speed limit

His aim of ending transport's "problem child" status sits alongside his rejection of a speed limit, which critics see as a cheap emissions cut.
