Achievements

Two kinds of entry, kept apart on purpose. A position held is an office someone was elected or appointed to. A policy outcome is a decision that changed something, with a documented date and status. Holding an office is not the same as achieving a result, and announcements are not the same as completed policy.

How to read this page

Position held

Elected or appointed office. Shows trust placed in him by voters, colleagues or the government; says nothing by itself about results.

Policy outcome

A documented decision with a date, carried out within the powers of an office he held. Status is stated: in force, approved, under way or pending.

Not claimed

Items sometimes associated with him for which no source assigns him personal credit. Listed so the omission is visible.

Part one

Chair of the Junge Union Baden-Württemberg

State chair of the CDU's youth organisation in Baden-Württemberg, re-elected in 2008, 2009 and 2010. See political beginnings.

  3. Since 2011

Chair of the CDU district association of North Württemberg

Elected on 1 October 2011 against a former state secretary; the Bundestag describes it as the largest of the CDU district associations in Baden-Württemberg. See CDU career.

Part two

Documented policy outcomes

Decisions taken by the ministry he leads, or votes he helped organise, with the status on 8 October 2026. Funding figures are the ministry's own; they are allocations and calls for proposals, not money already spent.

Section C — what is not claimed

Left out on purpose

Some items appear in profiles of Bilger without a source that ties them to him personally. They are not listed as achievements here.

  • National Cycling Plan 3.0, the hydrogen programmes and the charging-infrastructure masterplan. These were adopted while he was Parliamentary State Secretary (2018–2021), but no primary source credits him personally with them.
  • The Infrastructure Future Act. Passed by the Bundestag and Bundesrat in June and July 2026, before he took office. He now applies it.
  • The Infraplan 2026. Presented on 6 October 2026 by Parliamentary State Secretary Ulrich Lange; it was a project inherited from the previous minister.
  • The Deutschlandticket price. The 2027 price of €66.80 was set by the Conference of Transport Ministers of the federal and state governments on 30 September 2026. It is a joint decision, and a contested one; see criticism and controversies.
  • Rail punctuality. The target of 70% long-distance punctuality by 2029 dates from the "Agenda for satisfied rail customers" of September 2025. Bilger has called it "quite ambitious"; long-distance punctuality was 58.7% in the first half of 2026. No improvement can yet be attributed to his term.

His early weeks as minister are better described as stated priorities than results: reliability on the railways, more money that can be planned over several years for motorways and bridges, and safety for transport staff. Whether they turn into outcomes will show in the 2027 budget, the parliamentary fate of the Autobahn bill and the rail figures. The key priorities page tracks them.

Why this mattersA ministry announcement records an intention or an allocation of money. A law is made by parliament. A punctuality figure is produced by Deutsche Bahn's operations. Keeping these apart is the only way to judge any minister's record fairly.
