Section C — using the archive
How the register is built
The archive is the site's ledger of evidence. An entry appears here only if it could be traced to a dated document: a press release on bmv.de, a report in the Bundestag's text archive, a page of the Federal Returning Officer, an interview published by the ministry or a news outlet, or an official biography. Where an entry rests on a secondary report, as with a February 2026 newspaper interview that could not be checked against the original, the summary says so.
The press releases numbered 070 to 093 in 2026 cover the period from Bilger's first day in office to 7 October. Not all are his: four were issued by his parliamentary state secretaries Christian Hirte and Ulrich Lange (076, 081, 090, 092), and one concerns the ministry’s rail digitalisation office without a ministerial quote (077). They are included because the index is complete for that range, and because they show what the ministry he leads was doing. Inclusion is not a claim of personal credit; the achievements page applies that test separately.
